I know poppies tend to do better in sandy soil, and that drier, sandier soil tends to have much lower microbial activity, and have less organic material. Both of these are signs of too much water. I have been growing oriental poppies in the Markham area and I have enjoyed their recurring blooms for over 10 years. You should look at the stomata and see if they’re all swollen, and if the membranes are pushing against the cell walls. Oriental poppies put out another flush of new leaves in the fall in order to store food through photosynthesis for next year’s blooms.
